What actually needs to move (and what doesn't)
In practice, a switch rarely requires migrating every historical record on day one. Past certificates already issued stay valid exactly as they are — a PDF someone already has doesn't stop working because the issuing organisation changed tools. What matters going forward is new cohorts and new certificates, which start clean on the new system from whatever date the switch happens.

The realistic timeline
